Since the 18th CPC National Congress, General Secretary Xi Jinping has delivered a series of important speeches on promoting technological self-reliance and self-strengthening, systematically expounded the strategic goals, key tasks, major measures, and basic requirements for promoting China's scientific and technological innovation, providing scientific guidance and injecting strong momentum for accelerating the realization of high-level technological self-reliance and self-strengthening. He pointed out that strengthening basic research is an urgent requirement for achieving high-level technological self-reliance and self-strengthening and the only way to build a world science and technology power.

In accordance with the deployment of the General Secretary, China has continuously strengthened the top-level design and systematic layout of basic research, formed a strategic plan for scientific and technological innovation combining near, medium, and long-term goals, established a national laboratory system, compiled and implemented a ten-year plan for basic research, and formed a new pattern combining target-oriented and free exploration. In 2023, China's expenditure on basic research increased by 9.3%, and the proportion of basic research investment has exceeded 6% for five consecutive years.

Only with a solid foundation can the edifice of scientific and technological undertakings be built high. China has successfully organized a series of major basic research tasks, such as the Jiaolong diving into the sea, the Monkey King exploring the sky, the Chinese space station cruising in space, and the Chang'e-6 achieving the first lunar back sampling return. China has built a number of national major scientific and technological infrastructures such as the "Chinese Tianyan" (FAST), and made continuous original achievements in quantum information, iron-based superconductivity, and other basic frontier directions.

As a key part of comprehensively deepening reforms, General Secretary Xi Jinping personally planned and deployed the reform of the scientific and technological system, pressing the fast-forward button for deepening reforms. China's scientific and technological innovation strength has shifted from quantitative accumulation to qualitative leap, from breakthroughs in specific areas to systematic capability enhancement, laying a solid foundation for building a powerful country in science and technology.

By deepening the reform of the scientific and technological system, China's new national system has been continuously improved. From the Fuxing bullet train running across the land of China to the BeiDou Navigation Satellite System (BDS) completing global networking, from the Black Soil Grain Warehouse Scientific and Technological Battle to ensure national food security to the Second Comprehensive Scientific Expedition to the Qinghai-Tibet Plateau serving ecological civilization construction, national laboratories, national scientific research institutions, high-level research universities, and leading technology enterprises have fully leveraged the advantages of the new national system to provide solid scientific and technological support for the country's long-term development.

By deepening the reform of the scientific and technological system, the transfer and transformation of scientific and technological achievements have been accelerated. Through revising laws and regulations such as the Law on Scientific and Technological Progress and the Law on Promoting the Transformation of Scientific and Technological Achievements, a large number of scientific research achievements have left the laboratory and become innovative sources for high-quality development. The nationwide turnover of technology contracts has increased from 600 billion yuan in 2012 to 6.15 trillion yuan in 2023.

By deepening the reform of the scientific and technological system, the innovative vitality of scientific research talents has been stimulated and released. In recent years, China has continuously deployed and carried out three rounds of special actions to reduce burdens, reducing the number of forms required for national key research and development plans from 57 to 11, with a reduction ratio of 80%. A series of reform measures have effectively released innovative vitality, allowing more "thousand-mile horses" to compete and gallop.
